According to the rules it is (barely) possible to win against 4 levels of Mastery.
(A Roll of 1 vs a Roll of 20 plus a Hero Point spent to cancel the Bump Down from the 4th Mastery gives crit-vs-crit, low roll wins).

Assuming that Harrek Concentrated, to avoid the Alien World penalties he still needs 4 levels of mastery after augments. IF he takes on the Bear directly, fighting it's best ability.

Harrek could have got a huge load of augments from HeroQuesting. More likely he found a way to beat the Bear by getting someone else to do it or by hitting one of its weaker abilities.

What if the secret ceremony involved the death and resurrection of the Bear ? Maybe Harrek really arrived after the Bear was dead and prevented the resurrection. The shamans don't tell anyone because it's a secret. And Harrek doesn't tell anyone because he likes to boast about killing a "god".
