Sure but this does not have to be not true if Harrek goes to the Spirit World and binds the spirit into a fetish. Which is why I tried to point out that the spirit was not necessarily majestic or great. Peter implies it does not even have living descendants. So I'm suggesting that Harrek can do this because binding the White Bear spirit does not rate as a change to the Compromise.
After all Harrek hasn't really killed it, he bound it. Releasing the polar bear spirit remains possible.
