I suspect, as it is specifically the Dara Happans in charge under Euglyptus (from 1602 until 1613), that by closing the temples in the cities, towns and any other recognisable (to them) holy sites of Orlanth, they believe that they have effectively "banned" the worship of Orlanth. And they mouth this as propaganda. The Orlanthi know that this is not true but, on the other hand they have been beaten in war, and perhaps are more receptive to bad news than they normally would be.
