In HeroQuest playtesting we went through a range of scales for equipment bonuses. IIRC at one point the bonuses were much higher and someone in full plate with shield had a full mastery advantage over an unarmored man. While that might realistically represent the substantive difference such equipment makes in reality in playtesting we found that equipment obscured not only abilities, but also augments. Augments from your magic became far less important than good kit for example. So we pushed them down to the levels they are at now.
Of course if equipment as significant is what you want...
