That's the easy part, once you decide what's going on.

Take the feud idea. There's a feud, everyone knows it starts again in the summer. But the omens are wrong when consulted. Some scouts/raiders encounter the rival tribe resulted in strange information/an unexpected death/weird magic. The tribe is split as to what to do. Hook PCs to the different sides.

 That's something, too. Don't even bring in the other tribe. The stars have changed, what does it mean? (Set factions in the tribe, hook PCs in.)
