A quick perusal of the games I can grab seems to indicate a rather wide gamut.
d20 describes its skills and its powers and classes in paragraphs, although the names are clearly suggestive. Classes (which often map to keywords) have whole pages explaining what they can do. Lord of the Rings has fairly suggestive names, followed by paragraphs of explanations and some examples of what it might be used for. Orders have pages.
Savage World describes it in paragraphs with fairly clear names for skills, Edges have a paragraph or two.

I don't think it's all that clear cut, although giving the kind of thing one can normally do with something seems pretty common.
