Hmm... On seeing this I suffered a case of 'Super Brain Panic'.

I�ll be running my Lunar oriented RQ campaign again soon with very definite campaign goals in place. Much of the Praxian material (for example �Troubled Waters� in ROC) emphasised campaign goals over personal ones. The best RQ I ever ran/played was in based in Riskland, where there were so many campaign goals it was hard to make use of them all.

Lack of campaign goals is in my opinion a feature of VERY old RQ, or a GM unwilling to spend a bit of time piecing such themes together. HW may promise a different approach, but it is difficult to judge at present due to the (almost) complete lack of scenario material. When SR appears, a proper comparison of the �campaign styles� of the two systems will finally emerge. Until then I remain utterly unconvinced by any argument that HW offers more �believable� campaigning than RQ.
