That'll be the same boxed paragraph that states that this is Lunar propoganda and not believed by many? The Lunars are TRYING to ban Orlanth

worship. Sure they know *HOW* to do it in theory, but they physically
*CAN'T*. There are not enough Lunars in Sartar to suppress every
hilltop. They know that tribal kings don't have enough control to impose
their wishes - as you said in another message they have interacted with other Orlanthi cultures before. Instead they need to crush the most *OBVIOUS* (to their eyes) signs of rebellion and Orlanth worship, while trying to persuade people at the low levels of society to adopt the benefits of the Lunar way - "Okay, forget religion, but come on, let us help with building that bridge/healing your ill/beating up your enemies/whatever."
