-They use scimitars.
-Their goddess/prophet came from an outlying region of an area full of many cultures (some very ancient), and through war, melded these different areas into one religiously-based civilisation.
-Their most important areas were ravaged by nomads.
-Their regional governors are known as 'sultans' (except according to certain reactionary scholars who translate the title as 'satrap'.
-The nobility are known to favour dancing-girls.
I think that the Lunar Empire also greatly resembles the Persian Empire in
its multicultural air and mystical flavour, its decentralised administration
and remote-from-the-people god-king.
This is where the satrap theory comes in.
