I'd be willing to buy into that. Especially for Vinga. Remember, there's very little cult or caste mobility amongst the Dara Happans. So the thought of the loyal Orlanthi carls and cottars hiding in the worship of Barntar and other 'really, its not Orlanth' cults is probablly quite foreign -- or at least, 'well, they're not worshipping Orlanth'
And who knows, by ducking out of the Orlanth cults, the Quivini probably ARE weakening the Great God. And the Lunars might know it...
