Or could it be some kind of a wyter of the people who use the mill? To me there's a very magical feel about an actual mill, with the wind and the earth coming together to produce flour, the rotational movement being related to both the Storm rune and the Movement rune, a dedication of part of the grain to the wyter, etc.
