Agreed - I don't think there is one of these things per clan (or even more frightening per stead).

If they are 'sacred' to Orlanth Thunderous and can act as a 'wind temple' as well as a grain-grinder then they are most likely amongst clans with strong Thunderous worship.

In addition they require surplus to build and run, so the clan will need to be realtively wealthy, and have grain as a substantial part of its land usage. Clans that export suprlus grain might really benefit from the mill as somebody else has already suggested that barrels of flour would be easier to store and transport than grain.

A working windmill would probably be an important magical 'treasure' for a wealthy clan.

Maybe there are no more than one or two clans with windmills per tribe. Perhaps we are looking at 20-40 windmills in Sartar, with none as magnificent as the Wind Temple itself.

Can the Lunars afford to cut down the windmills? Afer all they may well be cenetered amidst those clans that do the most to supply the garrison with food?
