Think of an anemometer (with 4 cups twirling around).

These windmills don't have to be marvels of efficiency, they merely have to save effort over hand milling.

I agree they probably aren't the first thing you build when you colonize a haunted land... Unfortunately, they weren't among the images of prosperity that came to mind, so we didn't get to definitively end the debate before it started.
