I think Mikko's problem is that he believes Harst (and Issaries) are members of the Storm Tribe in a way that Mahome is not (based on our limited prior information).
Clearly, Mahome *is* a member of the Storm Tribe, or at least she is treated as one when worshipped by Heortling Ernaldans.
That should resolve the difficulty.
