You conflated the story of Oddi the keen, a Storm Bully, who fought against Dorastor and realized he was illuminated with Arkat. We really don't know what Arkat thought.

Arkat did not start with the Brithini. He was brought up by Elves after his mother was driven from home by war (Glorantha: Intro p28). Cults of Terror alleges that Arkat was illuminated by the Elves of Brithos but whatever happened, Arkat was not illuminated either in the Nysaloran Sense or in the HW sense.
