Careful, that's top-down roleplaying thinking and also a misreading of how prophecy works.
Even laying aside the various layers of the 'source' problem, there's no universal, omnipotent, omniscient Gloranthan Principle that declares *This is a true Arkat* or *He is the same as the original Arkat*.
Prophets read the stream of time or rightly and wrongly discern patterns in the web. Based on a shared way of perceiving and on expectations shaped by the prophecy, other folk identity likely pattern matches.
Six Arkats? Just as likely seven or eight. Or none, but every bandit from here to Sog City claiming the title. Same for the Argraths.
Death to top-down constructions! Let Glorantha *live*. :)
