The Draconic Power can, I think, fool even the greatest simply because the
nature of the dragons (especially at the magnitude of the event) is to be
unknown. Dragons still have the power to be unkown, and no matter how many
colors of them that we see they are still the unseen color. Was it enough
to fool the collective force of thousands of the best minds and souls in
the Empire?
Looks like it to me.
And please understand that the loosening of this force has other unseen
consequences as well.

Cool idea, for her actions to have actually shaped it. But this is of
course one of those events that occurs because of a dozen concurrent forces
