Can I just correct what appears to be a misapprehension here? You seem to be suggesting that ILH-1 is a cultural overview, while ILH-2 is the gaming stuff. Not so.

The division, as, um, may have been mentioned once or twice recently, is in terms of culture covered. ILH-1 is the Lunar book, so it has info on the Lunar faith, Moonson, history from a Lunar point of view, but also new keywords, cool Lunar cults (some of whom you'll have seen in earlier RQ forms, others entirely new), Lunar political factions, etc.

ILH-2 will do the same sort of thing but explicitly for the Solar culture(s) within the Empire: Yelm and his servants and courtiers. So there will be Dara Happan keywords (and maybe those of other solardominated  regions such as, well, Rinliddi), history from a solar perspective, Yelmic and Lodrili cults, different political factions, insight into life in Peloria, etc.

This way, each book has a mix of background and pick-up-and-play gaming material.
