That's not quite true. Although they don't get blessings and they don't learn spells, they do have some ability to interact with the higher planes and gain abilities from them. In Greg's Arkat Novel, the Brithini soldiers had magical fighting abilities while even the servants fetching their water had some superhuman toughness.

Admittedly these abilities might have required years to acquire...
