The same honor guard has arrived at a small Lunar Fortress with said VIP.
The Orlanthi are a low-level but continual threat... ...some of this region has been pacified but much is "unsettled wilderness" that the characters are unfamiliar with, yet stubborn bands of Orlanthi are.
The fortress certainly isn't under seige, but sabotage or infiltration isn't out of line.
The permanent garrison resents the priveleges held by the honor guard (the Characters) and are socially hostile.
The garrison commander regards the VIP and the honor guard as a necessary nuisance: one best kept out of the way and out of the loop.
The VIP feels that she has all the solutions to the region's troubles in hand.
