Yes, because the Proxy is actually heroforming part of the RE himself and therefore _is_ the RE for the purpose of ruling or commanding the area he has Proxy power over. So the Golden Proxy is the DH Emperor!

Naturally the RE will want to claim or at least bring into his control such proxies when he returns.
