Yes. You're at the threshold of understanding how Glorantha works. Many good roleplayers drop out at this point and go to a game with clear absolute truths.  Glorantha is more interesting, IMHO. Oddly enough, the stories of Arkat and Nysalor apply to this struggle.

Most people behave in the mythically correct manner, most of the time. They do have free will, but using it is a struggle. (Thus the game mechanic - you have to overcome a resistance.) The myths describe the social fabric, the shared beliefs of the people. If everybody 'knows' the effect of throwing rugs, then throwing rugs will work.
