Whether it is true or not, try taking John's explanation, replace Social, Pscological, Health Insurace etc with Rune Power, God Learners, School of Andolarin and you a have a ready-for-handout scholarly text from the late second age.

John, to you mind if I tweak it and add it to my collection of scholarly text recently recovered from the Old Pavis Grey Sage archives from Imperial Pavis?
