Has it ever occurred to you that something can be inappropriate because it is unintentionally funny? For example, Pavel Morovitz as the name of a real Soviet-era Orphanage is inappropriate because he orphaned himself by denouncing his parents to the NKVD. The two terms, despite what you may think, are not binary opposites.
