Each individual act makes absolutely perfect sense for personal survival. The last act leading to the next necessary act to maintain one's survival. In a choice between survival and extermination - survival is chosen. Then you look back and see what you have done and what has happened, but there is no choice except to continue, or you and yours still will die. The hero (eg Kallyr) has strength enough to still continue, and use any or all resources around them. A hero can stop once it is no longer necessary for survival.

The fact that none of this would have been necessary if the Lunars hadn't in the first place invaded for the political, religious, and economic reasons. Any atrocity should be blamed on the cause - the Lunars. If only a dragon could be have been called earlier...

But if you want to have Kallyr thought evil. Let people believe that she knew the dragon was there. And she _let_ the lunars invade, slaughter and take control, knew that the fimbul winter would happen in advance, so the result would build a temple of the reaching moon. And only so she could then wipe them all out with the dragon summoning.

I liked the idea best of how to play your group of Orlanthi in this mess. Support "radical measures", "honourable resistance", true neutrality (not really possible), pretend or actual collaboration. And trying all with nothing working is also certainably possible....
