Robin Laws says over on HQ-Rules that HQ2 is not driven by gaming theory but is designed to overcome specific practical problems.

This sounds unfortunately like Trail of Cthulhu, another game that was designed to overcome a specific problem that only exists in the mind of a minority.* These are problems that could/should be solved by GM advice and experience, rather than mechanical solutions which cause more problems to all the rest of the world who never previously even noticed the problem.

*This is IGQ - I don't have to prove it!
