Where are the other places where Heler might be worshipped independently?

He is available as a sub-cult of Orlanth in Sartar. We would expect him to be worshipped independently in some places, and perhaps by exception in Sartar, but we did not feel he was common enough to be treated seperately in Sartar. Most people worship Heler as a sub-cult of Orlanth in Sartar.

If you have Storm Tribe, the excellent write up there is easily convertible to a HQ Core era cult for those of you who want the independent version of Orlanth's staunch friend.
