Whenever you deal with dragon kind during the game, you should emulate your ancestors. If you do, they will increase your magic. So if you were hostile to them, you should probably go and kill the wyrm in the mountains, if you were friendly towards it, you should make friends with it.

It really depends on your playing style. It is much harder to adequately defend a huge tula, but it lets you support lots of hunters early on, which is useful if you like the super-skirmisher battle tactics, and later on it will let you support a larger tribe, and or when your tribe does split it will let you give the splinter group part of your tula, keeping them as firm and close at hand allies. It really is one of those trade-off situations with no "right" answer, although most people will probably find one of the middle answers easiest overall.
