Actually, this can happen even in the first half of Storm or late Darkness if you have wounded or are off on a longer than expected trade or diplomatic run. (Actions which take only 1 turn in Fire seem to take longer in Dark/Storm)
I'd extend this to all of Storm.
So, has anyone else noticed differences with using Vingans?
