I have a similar impression, but I haven't played enough times to tell how much is the randomness factor and how much depends on the aid I offer. For example, when the Odayla cultists want help on their heroquest, normally I either sacrifice or loan them a treasure. When I have sacrificed on loaned them Blacktail, they have partially succeeded (gotten an agreement not to disrupt hunting so much), the one time that I loaned them the dragonewt statue they had a total success. I don't know if it was the superior usefulness of the treasure I loaned, or random luck. Unfortunately I don't play enough to gather sufficient datapoints on my own to determine this quickly--which is why I ask questions like this of the list.
