At the very least you want close to as many cows as population--more accurately, probably, you want at least twice as many cows as you have farmers+herders.

A couple of other ideas. If you have an Uralda worshipper, put her on the clan ring so you get an extra point of possible herds magic in the sacred time. Then, always assign the maximum possible magic in herds.

Make sure that one of your ring members has at least "excellent" in animals, if at all possible. Failing that, get your leader with the highest available "animals" on the ring.

With your herd down to 500, you need lots more cows, fast! Either trading or raiding VERY aggressively for a couple of years is probably a good idea.

The Uralda quest has some good long term benefits, but right now you probably want the short term benefits even more. Do the quest and either ask for a herd of cows, or a magical cow. The "magical cow" has the property of keeping your herds from getting too small, so I suspect it would help you quite a bit. A quick bit of advice on the Uralda quest--it has two levels of mysteries, and is very hard to complete without knowledge of both levels.

As was already said, get the uralda calf blessing in place. A lot of us have found that sacrificing to a god in the year before doing a heroquest to them makes the quest easier, and having a shrine or temple to the god probably makes questing to them easier, so all of these go together--sacrifice for mysteries until you have calf blessing and both levels of knowledge of her quest, then build a shrine to lock in the blessing.

Oh, and while you are setting up for all this, you should probably have the Barntar plowsong ritual active so that your poor overworked oxen can plow as much land as possible!

Finally, if you are close to forming a tribe, let someone else become the first tribal king, and sit back and collect as many gifts as possible. With luck, some of those will be in the form of cows. Even if they are in the form of goods, you can trade them for cows...

Good luck!
