cow shortage

I have also gotten a couple hundred goods in ransom at Medium, but never twice in a row.

What's bugging me is that no one, but no one, will sell me more than 8 cows. Not the clan with the most cows (in my tribe, friendly), not the clan known for its large cattle herd (in my tribe, allied), not the clan that likes me the best. And this is with my Heroic Bargainer, with the Trading blessing and 2 points in sacred time magic. I need 500 cows. 8 at a time will take me, let's see, at 64 a year, eight years. If I don't explore, expand pasture, raid, give gifts, or anything else. And assuming that they stop turning me down flat half the time, which is what they're doing. So 16 years.

I need some weak enemies to raid. Unfortunately, the weakest clans are in my tribe and allied.

Oh, and Rangor is 93 now. He took a javelin in the neck last Fire Season, but recovered. Down to only Renowned in Combat again, he's still my war leader.

Can you win the long game if no one will join with you to build towns? The last opportunity to do that was, what, 25 years ago. It seems that the story line for making a kingdom has faded away. No more tribal wars, no inter-tribal activity at all. Some events are starting to repeat--the guy whose wife konked him on the head, I know I've had before in this game. It's 1389--how long does the game go on before you find out that you can't win?
