I'm fairly positive that it occurs only when you replace someone who is away from the tula, and that being grayed out in Sacred Time is irrelevant.  However, the prescription is almost correct: go to the Reorg screen, and switch the locations of two people on your ring (or just substitute someone). That'll fix it.

Also, I believe the version 1.4 will solve this problem.
