Have you tried singling out two or three clans to be your "bosom buddies?" Try giving them gifts, forming intertribe marriages, agreeing to their requests for magic, warriors and food, as necessary. Be nice to them, and only them. Then, when bad times hit, you'll have a few allies you can turn to for needed supplies. By contrast, smiling at the enemies you've driven into sustenance level existence only exercises your clan chief's dentures.
