In a more serious vein--have you ever gone hiking in heavily wooded, hilly, terrain? Speaking from experience, you can be about 100 yards from a highway and not know if you don't have line of sight to it (like there is a hill in the way), and if there is some background noise, like rain or wind blowing the trees around.
Remember, most of Dragon Pass, in the era described by the game, is wilderness. Even a dozen soldiers can only do so much, given dozens of miles of border to patrol.
