Calling Finland

Hi,

I've got an unusual request. I hope nobody minds.

Someone (named Esa?) called from Finland and left a message. I'd like to call him back, but so far haven't had any luck. The cell phone number he gave me begins 04007511. I managed to get through to Finland (+358) but the first time it said that I didn't need to use a 0, so I tried 400... This time I got to hear what Finnish sounds like, and was told that the phone number had not been assigned.

So I must have done something wrong. I remember something similar when I was in Australia, where you couldn't actually use the number as given. Does anyone have tips on calling Finland? (Or is there a way to e-mail someone given their phone number -- my cell phone can do that, but you need to know the phone company? Or a national phone directory on the web?)

Oh, and if Esa(?) is reading, e-mail is better, but I can send you my cell number since I'm seldom in the office these days.
