I don't know how important it is, but looking at page 51 of the rules book (under the cults section)

"Several deities do not start on your clan's list of worshipped deities; you will have to persuade them to bless your clan during the game. One is important enough to mention here......

I know that in the one long game that I've completed, I had the shrine to Kero Finn, and I've also received it in a couple of other games. I do know that it takes multiple expeditions to Kero Finn to get it. I'm inclined to send Orlanth worshippers to explore Kero Finn, figuring it is mythically appropriate, so it is probably Orlanthi who have brought the shrine back in other games. I'd send one in this game to see if it suddenly worked, but I have no Orlanthi and my only Vingan is tribal queen, so can't trot off to explore.

Therefore, to get the shrine:
1) you have to explore Kero Finn many times. 2) There may be another factor, like possibly you need an Orlanth worshipper to head the expedition, but this isn't conclusive.
