Don't be afraid of splitting your clan. It is a normal thing. Even if you have enough land eventually your weaponthanes get cranky and want a split up.

Only about a quarter of your people leave, so you are still a fairly substantial clan. If you have lots of land then I suggest giving them part of your tula, and sending off either volunteers or the best equipped to survive. They will be well disposed to you, will probably accept an early offer to ally with you, and will quite possibly join your tribe. So you gain a loyal ally, and you will quickly grow back to your old size.

On the other hand, if you can't spare the land it is no great disaster. If you send off the malcontents to new land they won't like you much, but by that point in the game sometimes you need a new whipping boy anyways.....

You will be stronger after the split that when you were first at that population, as you almost surely now have more treasures, more temples, and more allies and/or trade routes than you did. Therefore you will not be overly weakened.

Which is not to say that you should split every time it is suggested. There are moments when you really need all your people and all of your wealth (like you are about to go for tribal king and need to give big gifts). In those circumstances I'd suggest stalling, but get ready for the split in another year or so.
