I don't know if you are aware that Glorantha, the world that KoDP is set in, has a real world history of over 30 years and a number of different gaming products. There are a number of other, distant, civilizations that would consider themselves at least as, or probably more civilized than the lunars (think imperial china compared to Rome) but.....you actually sum up one of the enduring conflicts in the game world. From the lunar point of view they are not only civilized but enlightened, and seek to spread this enlightenment far and wide. From the Sartarites point of view they they are a combination of old enemies (the core of the Lunar empire is an ancient civilization worshipping Yelm--whom the Orlanthi call the "evil emporer"), with chaos added to the mix just in case there was any doubt about them being evil.
KoDP doesn't really get into this, but it is one of the conflicts that makes Glorantha so interesting!
