Illator could be conducting some magic ritual, something like repeating the myth "Before he attacked to the North, Vingkot gathered support from the four directions." So what appears to be a token force could be the last piece in something really big.

They're the evil empire to the north (as opposed to the Pharaoh, who's head of the evil empire to the south). They don't appear on the world map in the Background screen because they arose since the Dragonkill, and your people had no knowledge of them.
