I am also thinking of using KoDP as the basis for a PBeM game based in Balazar, however, I wasn't going to work out the rules, just input the various elders suggestions (ie the seven or so players that might make up the elders) into the KoDP "engine" to derive ideas. Of course I wouldn't tell the players that I was winging it, or even announce it on a forum such as this one...oops.

I think you'd be better off working out how you can interface the different players and what roles and decisions they can make.

There is a synopsis on Glorantha.com site, with that an a few questions to either HeroWars or HW-rules yahoo groups should get you started.
