I don't think that it has much to do with alliances and wars. You need to become King(or Queen) of whole Dragon Pass, not only the Quivini.

You tribal King or Queen will marry someone, but it might not be in Einarth's time. Anyway, I finished the game with 60+ year old granny, so her age doesn't really matter.
