I don't recall exactly what it takes, but she can indeed make good on her threat. (It's probably a scene most players don't see, or at least not twice.)

I think you misunderstand what a sphere of influence is. KoDP is in fact about influence. It is not about direct control of land. (This is unusual for games of its genre.)
