Of course it is....but you don't need that to be a succesful king! I've made people king with leadership as low as very good and kept the tribe happy (OK, I hero quested quickly to improve the tribal mood, but when I took over it was already ugly. Once the mood improved I was able to keep it good). It may help in getting elected, but if your clan is viewed as models of good government and you are willing to pay enough, you don't need an exceptional leader to become king.

Of course, you want your king to become quite capable to win the hand of the FHQ/LSK, but they don't need to be heroic to achieve that either.

Finally, again while you want your chief to be a good leader, so long as the clan is happy and there is not an exceptionally better leader left off of the ring (hint, if there is, send him/her to explore around skyfall lake....) everyone is happy.

I'm not saying that you are wrong, getting a young clan chief, pumping him or her up with quests, then making them tribal king is a great strategy, probably the best available....but sometimes is just isn't a very viable option, in which case forcing it might not be worth the effort.

I guess it comes down to a matter of taste.
