You have to remember these are Orlanthi tribes. You're going to have dozens of families all clamering about priviledges and ancestral rules. I mean just clearing out the fist fights is going to require half your weaponthanes.

Not only that you're going to seal them to new rituals and of course, one has to run games and celebrations to get things done.

Orlanthi need outside enemies to get things done fast. Just look at the story of the tribemaking heroquest.
