That's the best opportunity to do so, too. I usually recruit outside of the clan in order to keep the number of carls and cottars stable, and having a huge gap between active and maximum number of weaponthanes allows you to ask for a lot of warriors in a single season.

Attracting farmers usually sours the mood, but recruiting weaponthanes from outside receives only some carls' grumbling if you're wealthy enough.
