Well, it should have, but at a quick glance, the "Ending the feud is good enough for now" choice looks like it's not clearing some variables that get set elsewhere, and this would prevent another chance at tribe formation.
If my suspicion is right, you'd need to go back to an earlier save, and not choose this option. (Though there might be other problems with this scene if it occurs along this path -- it's going to take some investigation.)
