The Dragon Pass is a rather small party of the world. However it's
considered by many (and especially by Heortling) to be the most
important part. This is where they god met and married, and where
they started the lightbringers quest. As the book about heortling
says "this is where everything important happens. Actually if anything
important happens elsewhere it's because it's tied in to
something important happening here."
Of course, their point of view is somewhat biased.
In Gloranthan historical terms, the winning player replaces Sartar, who had a very profound and important impact on the Dragon Pass. The various clans now consider themselves part of a nation and started to act together instead of against each other. This is, I believe, what gave the Sartarite a chance against the Lunars much later.
