Hmm, interesting question.

The only thing that springs to mind is that there may be too many different blessings to choose from. I suspect many designers would have replaced the "first sacrifice to discover different blessings, then build temples to enable a varying number of them" structure with a "each temple level to a god provides specific fixed benefits" design. Reducing the number of blessings would also make it easier to make each one stronger, and its effect easier for the player to notice. Unless it's been the case of a specific blessing enabling a specific event or a specific option in an event, I usually have't been able to directly notice the effect of many blessings I've had. (That also makes it harder to determine if that blessing is worth its upkeep - a lack of feedback to the player is almost never a good thing.)
