This is because you have always been able to do it, and removing the ability to do it feels like the game is losing something (which it is). As I say, most existing fans are happy with the complexity.
But imagine you had never had the ability to shuffle people around, would it really take much away the flavour of the game? As another example, you don't have the ability to make your farmers concentrate on pigs rather than sheep. You don't have the ability to marry off your people to other clans. But because you have never had these features, you don't miss them.
